In little more than a decade since the publication of the first edition of Science for Agriculture the book has become a classic in its field. The book celebrated over a century of contributions by the United States Department of Agriculture—State Agricultural Experimentation research system to the growth of production and productivity of American agriculture.
This second edition is much more than an updating of their earlier work. It raises a series of questions about the future intellectual, economic, and political viability of the system in a world in which the structure of both the agricultural industry and the agricultural-research system has experienced dramatic change.
Crop production has become increasingly concentrated. Livestock production has become increasingly industrialized. And the traditional farm-level linkages between crop and livestock production have been severed.
Private-sector agricultural research has expanded to exceed public-sector agricultural research by several multiples. The federal-state agricultural research system is now primarily a producer of intermediate inputs—of scientific and technical knowledge that reaches the farmer in the form of materials produced by the private sector.
In a final chapter Huffman and Evenson raise a series of challenging issues that bear on the future of the system: the system’s response to the biotechnology revolution; the changing structure of the industry; private support for agricultural research; the method of funding public agricultural research; and future productivity growth.
The book should be required reading for every U.S. Department of Agriculture official and by the presidents, deans, and experiment-station directors of state land grant universities. It should be placed on the desks of state governors and of state and federal legislators who are concerned about the future of the agricultural industry in the areas they represent.
